Offset is the distance away from the roadway center-line (+ or -) in meters. The attribute can be used to locate things to the RIGHT SIDE and LEFT SIDE of each roadway segment. This field replaced [SIDE] because within the fields math logic lives the appropriated side as-well-as distance.
