Outside shoulder width for the primary or secondary roadway direction measured in whole feet. Measure the predominant shoulder width. Shoulder width fluctuations within a roadway section should be ignored; only clear and intentional changes to the shoulder width should be recorded. When there is a change in shoulder width the starting and ending points should be measured at the point where the shoulder change is at full width with respect to the primary direction. Bike lane widths are included in the shoulder width measurement, unless they are located between the through lane and the right turn lane, as is sometimes the case at intersections where a right turn lane forms.
