Inside Shoulder Type – A code indicating the inside shoulder type. The beginning and
ending should be measured at the exact location where the shoulder type changes. If a
segment has both shoulder width and curbs (e.g., a shoulder bounded by a curb or mountable
curb and then shoulder or median), the curb is coded separately. If a shoulder is partly one type
and partly another (e.g., six feet asphalt-surfaced and eight feet gravel-stabilized), the portion
adjacent to the travel lane(s) should be coded if it is greater than 4 feet wide. If the portion of the
combination shoulder adjacent to the travel lane(s) is less than 4 feet wide use the Combination
code designation. If there is space adjacent to the driving lane (excluding turn lanes), on the
roadway that be used for parking, either emergency or routine, or bike travel, this is defined as
“shoulder”.
Input:
0 – No Shoulder: there is no outside shoulder present outside the primary traveled way.
1 – Bituminous: asphalt, or tar-based surface, often identified as “blacktop”.
2 – Portland-not tied: Portland cement based surface.
3 – Portland-tied: Portland cement based surface with ties (assume this if tied/untied is
unknown)
4 – Stabilized: compacted fill material (dirt or gravel).
5 – Combination: use if the shoulder is partly one type and partly another and the portion
adjacent to the travel lane(s) is less than 4-feet wide.
6 – Earth: A flat area intentionally cleared of vegetation with no additional material or
maintenance done that is consistently at least 1-foot wide.
